The Economic Community of West African States (ECOWAS), of which Cape Verde is a member, had signed the West African Power Pool (WAPP) agreement in 2000 with the aim of boosting power supply in the West African region. The agreement stipulated that the objective is to develop energy production facilities and interconnect their respective electricity grids. Cape Verde would benefit from this initiative, because, along with fellow ECOWAS members, Guinea, Guinea-Bissau, Liberia, Mali, Senegal and Gambia, the country would have interconnection facilities during the second phase of the agreement.
