Following a World Bank-sponsored sector reform programme started in 1989,
the telecommunications sector was transformed by Decree No D/92/141/PRG/SGG. In
Guinea Sotelgui was established after the separation of postal and
telecommunication services. Ultimately, the Ministry of Communications, through
its Direction Nationale des Postes et des telecommunications (DNPT), is the
regulatory office with several divisions under it dealing with licencing,
frequency allocation, standards and tariffs.

The Government resolved in June 1989 to reform the post and
telecommunication sector and enacted law No D/92/016/CTRN of 2 June 1992, which
paved the way for the separation of Posts and telecommunication services in
1992. In 1993 the government department was transformed into a commercial
enterprise in preparation for privati sation, which was completed in 1995 with
the sale of 60% of Sotelgui to a strategic investor.
Three cellular mobile licences have been issued. Through a Memorandum of
understanding between USAID, the government of Guinea and Sotelgui, Guinea is
now connected to the Internet.
