In 1999, Portnet, the state ports controller, commissioned a mobile container X-ray system for Durban, Africa’s busiest port. The system, costing R24mn, was imported from the US and will be used to clamp down on contraband passing through the container terminal. The sytem will be operated by the South African Revenue Service and the South African Police. Cargo crime is estimated to amount to between $30 billion and $50 billion in annually.
